Is Grant-in-Aid Underfunded?

In a word, yes. New ATV trails are being opened every year and more are being considered for the future.

The base Grant-in-Aid appropriation at the State level must be adequate to cover maintenance needs and allow the trail systems to grow. That’s why a top priority that ATV Minnesota approved at its Legislative Summit is the request in the State’s appropriation.

If the request is approved, ATV GIA funding would go from $1.6 million to $1.9M in fiscal 2022, $2.3M in 2023, available annually for trail maintenance, rehabilitation and development. A second fund request is to allocate $250,000 for the development of an ATV Master Plan, starting with an inventory of all ATV trails and riding areas in Minnesota.
